Identifies all modes available for each Transportation Link.
The four default modes assigned are Vehicular-Car, Vehicular-Bus, Bicycle & Pedestrian.
When the available modes differ they are altered accordingly.
Modal information by a transportation feature are maintained in anticipation of supporting trip planning by mode.
