Districts are designed based on anticipated number of calls, response times and geographic boundaries with the goal of geographically distributing police officers to regions where service calls are anticipated to occur. The purpose is to reduce the time required to responded to calls, balance workload as evenly as possible and to collect regional crime related data that helps determine priority for police resources.
