ITCS (aka CCS – Communication Center System) mapping system for Transit Control Center (dispatch communication center – where bus routes are divided up by Coordinator and the coordinator can see in real time where the bus is at on the INIT ITCS map as the bus sends in its position location every 30/90 seconds). The OBS_BasePoint is a static point on the INIT ITCS Map.
