Low elevation, high resolution (i.e., small ground-sample-distance (GSD)) aerial photography collected in lat spring to early fall 2000 for western King County and southwestern Snohomish County. The data has a pixel size of 2 feet and is displayed in a natural color derivative for visual analysis
Purpose:
This image dataset comprises 373 individual image tiles stored in TIFF format that can be displayed as a single seamless mosaic. The images were converted from original 'False Color" near-infrared format to a natural color derivative. The imagery, within the horizontal accuracy and resolution limitations, serves as digital backdrop imagery for GIS and cartographic display. In particular, the absolute and relative horizontal accuracy should be carefully considered when either determining coordinate positions or when applying the data relative to other spatial datasets.
Supplemental_Information:
The images were created by converting original 'False Color' near-infrared TIFF images to a natural color derivative. It is considered a natural color derivative rather than a true natural color product as the original data is limited to 3-bands only, omitting the blue band. An algorithm was applied to the original data to closely mimic a natural color image. The images may be accessed as individual TIFF file by tile, as a pseudo-mosaic by using the associated image catalog dbase (emerge_nat.dbf) file, where supported, or as a single MrSid mosaic (emerge_nat.sid), where supported.

The raw images were georectified by the vendor using available 10m DEM supplemented by limited GPS ground control. After delivery of the tiled images, in-house horizontal accuracy analysis indicated that the data met the contract specification for 1:10000 NMAS with a CE90 of 4m (13.1 foot accuracy). However the absolute accuracy varies significantly across the project area. In general, areas in the northern one-third of the project area exhibit greater variance from known ground control than in the balance of the project area. The error allowance in the northern one-third area approaches the CE90 limit, while the southern two-third area has an error range from under 2 feet to 7 feet. The images were received from the vendor on cdroms as 3-band (green, red, near-infrared) color infrared TIFF files. The imagery was delivered in 18 panels of 35 to 68 images. The original file name cocantenated the panel identifier (PPPPP), the date of acquisition in YYYYMMDDD format, and the tile identifier, XX. To facilitate processing of the data the files were renamed to tileXX.tif. Respective panel tiles were stored in separate directories and the acquisition data information was transferred to the index spatial coverage.

The original projection parameters of the imagery were UTM zone 10, units meters, datum NAD83. The standard projection for King County is WA State Plane North, Zone 5601, units feet, datum HPGN. Directly reprojecting each individual image to to the King County standard would have resulted in rotation of the image, thus creating areas of 'no data' along portions of the edge of the image masks part of the adjacent image. Therefore the images had to be retiled as well as reprojected. To project the images, it was necessary to convert each image from TIFF format to ArcInfo grid format. Converting a 3-band image results in a grid stack comprised of three grids. A new tiling scheme was created squares 10,000 feet ona side. The tile coverage was created the ArcInfo generate command with the fishnet option. Separate one-band grids were then reprojected and retiled in aroving window. This roving window choose, in turn, each polygon in the newly created tiling scheme. The appropriate one-band grids were merged, projected and clipped with the tiling scheme in the King County projection. When, for a given polygon, all three grid bands were completed, a grid stack was made from the three bands. The grid stack was then converted to a 3-band TIFF image using the ArcInfo gridimage command.

The original images, as reprojected and retiled, still displayed as 'False Color' color infrared images. While color infrared images are useful for image classification of imagery and some visual analyses, most casual users of imagery expect something that looks like a normal photograph. Three-band color infrared images cannot be viewed as true color because they lack the blue visual spectrum. To create a simulated true color image, additional processing was performed. An algorithm was developed in ArcInfo AML macro language that mimics the ERDAS natural color model. The algorithm was applied to the retiled images to produce a natural color derivative. The initial derivative lacked an adequate contrast stretch and thus appeared overly dark. Additional experimentation developed a standard deviation contrast stretch applied using the SLICE command in ArcInfo grid to trim the higher end of the digital number range. This reduced slightly the full spectral range of the image, yet significantly improved the overall viewability of the imagery.
